Why these bonuses behave differently

Empower

Empower multiplies your strength stat before any calculations happen. Because raw damage scales with the logarithm of strength, and str/def mitigation is a ratio comparison, boosting strength is more powerful when you're weaker than your opponent and diminishes as you massively outscale them.

Powerful

Powerful adds a flat percentage multiplier on top of your final damage — applied after raw damage, weapon stat, strength, and armor are all factored in. It's consistent regardless of the str/def ratio — a 30% boost is always a 30% boost.

Key Insight

Empower's advantage is strongest when you're fighting a much stronger opponent — it improves your position on the str/def mitigation curve. When you're already dominating in strength, the same str boost yields diminishing returns. Powerful, by contrast, gives a guaranteed flat multiplier regardless of the str/def matchup.
